who owns the data / processes in an organization - IT or the Users ?

Internal debate here about the IT Department (of which I am a member) which thinks it's the arbiter of all things - data and processes. As a result, the users have many workarounds, and they grumble and complain to no end.

I have been looking at Data Governance concepts and approaches, but they seem to  focus mostly on "securing data", "data quality", etc. which in practice is an IT function. In the book "Data Governance: How to Design, Deploy and Sustain an Effective Data Governance Program", there is no much mention of users, and nothing in the index, and just a brief chart on stakeholders - no discussion that they are the key.

Plus I've read a fair number of articles on Data Governance, and while the focus is on "governing" (as a leadership responsibility), it still seems to be an IT-centric function.

What I'm really looking for are resources to discuss the role of IT vs. business, with IT as the service organization, the importance of stakeholders, etc. I couldn't find anything with a web search, so posted this.

efrimpol - thanks for the reply. I realize the company owns the data, I was asking more along the lines of who's in charge  - the user or IT.

David Johnson - thank you, very good. I was asking more along the lines of "who's the boss" - IT or business? I realize IT is a service organization, so it's pretty clear who's the boss. Although putting users in charge can be quite scary.  Conversely, putting IT in charge can be equally scary, and sometimes becomes like pulling teeth, so then users figure out a workaround, thus creating a worse situation.

I was looking for the just the type of conversation we're having. It's pretty intuitive, and unique to a company's environment. But was also wondering if anyone has any resources, books, etc.

As I mentioned, in my research on Data Governance, the topic didn't seem to be addressed. They just dived into "data governance is critical", but it sure looked and felt like it didn't involve the users.

Attached is the wheel of Data Governance functions from DAMA International, none of which are even closely related to the user's / business perspective or function.

I think the point is understood the company owns it. But for example, I've seen where the IT people say "no, you can't have that" because IT is making decisions as if THEY are in control.

And if I own something, I get to say what happens to it. So IT can advise and say no when rules are broken, or about to be. But ultimately they advise albeit with high expectations of proper usage. Definitely a balance, but it's the user / customer who has the final say.
