Why 'Host Connection unavailable/Socket Error #113 No route to host'

I have a Delphi Firemonkey Android Apk that connects to a
Delphi VCL Application running on a PC.
The mobile and the PC are connected via the same WiFi.
Both can access the internet.
PC has only one IP shown via IpConfig.
Mobile's 'Mobile Data' option is off, only Wifi is active.
The Ip's are entered correctly.
PC firewall/Antivirus Off.
Mobile permissions Internet given

My application works fine at my home and at another friends place.

When taken to customer's place for Demo it is gives error
Ā

companies have firewalls

ask the network administrator to allow an exception for your device and port

My customer is a small shop with just one PC and a mobile.
try to put that ip/address (which you set for Indy) in local web browser on a mobile and look if host is available...
That was the first thing I tried when I realised my helplessness with pinging as no DOS mode. That worked as there was Apache in my machine. When I uninstalled Apache it did not.
I have therefore downloaded a telnet software to check if they are connecting. I will visit that shop shortly and check.
Wish there was teamviewr on mobiles too.
