Windows shadowcopy - space allocated - exclusive?

Assume that I have allocated 10% of a drive for shadowcopy and let's say it's 10 gig so 90 gig left on a 100 gig drive.  Can users use more than 90 gig of that drive thus eliminating some of the shadowcopy area?  So for instance let's say the users are at 89 gig of data and shadowcopy is currently at 4 gig of the 10 gig allotment.  Then one user tries to create a 5 gig file - will they be able to?  Will it thus reduce the shadowcopy area to no more than 6 gig - as the 5 gig of the user has taken the last 1 gig of non-shadowcopy space and then 4 gig of shadowcopy space bringing shadowcopy allotment to 6 gig - so only 2 more left unless another user steps on it?
