Can't restore to a public folder with a user account that shows deny=true unser get-mailboxpermission of exchange 2013
I'm having difficulty restoring to our public folder database. The user account that I'm using to do the restore is city\administrator. On our exchange 2013 server, when I execute the shell command "get-mailboxpermission -identity "public folder mailbox" I get the attached result. It shows that with regards to full access, the city\administrator initially shows deny=false but in a subsequent line shows a deny=true. I'm wondering if this is the problem and if yes, how do I fix it. Any help would be appreciated. Thank you.

I looked at the permissions for city\administrator in AD and can't see any inherited permissions (see attached screenshot). Any ideas about where else to look?

I created an AD account and gave it the required permissions to public folders without inheriting permissions. Thank you.
EDIT: to be clear... you have the full access specifically assigned, but the inherited DENY will take precedence as it is most restrictive... either the deny is applied via policy or at the configuration level, you need to find where this is applied and either remove the account or use a new account
