Windows Server 2012 Domain Controller High CPU

I have a Windows Server 2012 running Hyper-V.  I have three VMs.  1.  Domain Controller  2.  Remote Desktop Services Server  3.  Quickbooks Server.  The domain controller CPU is pegged at 100%.  I went into the performance monitor and the processes show between 30-60% usage.      I have four cores allocated for the RDSS and four cores for the DC.  The RDSS doesn't have any CPU or memory problems but users complain about slow applications and temporary profiles.  Some of my research has led to look into a Latency Monitor and I've run that but that didn't seem to be the problem.  Has anyone experienced this and know how to diagnose?  Thanks!

Hi John and Yo_bee,

Sorry about the delay.  I got distracted with another more pressing problem.  A server had been hacked and all data was encrypted.  Since I posted, I have run all Windows updates and restarted a few times.  I'm not sure what the problem was but it's gone now.  CPU usage is around 30% and sometimes spikes but is fairly consistent.  Now, I'm having folder redirection problems so off to the next problem.  Thanks so much for your time!  I appreciate it!
Thanks again!!
