Exchange 2013 (2016) + disable ECP from web, but allow user password changes

I have an Exchange 2013 environment I am migrating my users towards, and I currently have ECP blocked from the web, so we don't have the Admin console exposed. The problem we run into is that users cannot change their passwords anymore remotely as the ECP as a whole is blocked.

Is there a way to block the admin console from being published to the web, but still allow the users the ability to change their passwords from the web? As far as I can tell, there is not, since changing your password pushes the user to their own ECP site.

I also ask this question of Exchange 2016, since as soon as I am done migrating to Exchange 2013 (from 2007) I am going to migrate from 2013 to 2016.
