If there is a group policy in place to prevent that, no. Not unless you disable the group policy.

Whenever I've seen that error that is usually indicative of a group policy. If this is a standalone machine, yes check those registry settings. If this machine is joined to a domain, and you are not an administrator on that workstation, or the domain admin you will not be able to change those.

It looks like there is no option for you to change settings if you're not domain admin, but you can try convert OST file to PST.
