What career are you interested in - you are asking the question backwards. Decide where you want to go and then skill up in the tools you need.

Should I learn to use a hammer or or a food blender - what do you want to be a carpenter or a chef - without knowing the answer to the former we can't suggest the right tool for the job.?

Julian, i am not sure  whether i need a hammer or food blender.  i want to be able to develop web databases like for example a small business company requires to record its assets and the whole procure to pay cycle into a web database which would have users access and permissions. so i need to learn to be able to develop something like this.

That is a statement of direction - by giving us that information we can rule VBA out of the equation but it also rules out JavaScript to a certain extent as interaction with a database needs to be done through a server side script - not JavaScript - unless you use something like Node.Js or Firebase
