How can I make a webpage
Where people can drag files onto a destination bin icon, maybe big files, with many different destination bins to choose from on the page
and it uploads the file to my program to be processed, or an appropriate destination? It would exist on my domain, and maybe processed in my office?
Our clients might not be tech enough to install dropbox.

You can look at Box.com. This does not require any installation and you can copy / paste or drag into the box. You do need to log in, of course.

That still has a login
We'd like a simple as possible drag and drop type distribution, so we give each client a URL like blah.com/12345
No login or setup for the client
So, we assign a number to each client, and when they go to that URL, there is a drop icon for their medical image file
And they drag their file into the browser. This is for doctors to eventually inspect the dropped files. They have a machine that only deals out results on a file-CD

We are only interested in accepting image files of a certain approximate size
If the bin is full, we won't need it, because our clients, MRI patients are not likely to be malevolent criminals, minimal submissions.
If the new uploading file is the wrong type or size, it must be ignored.

When that patient is no longer in our care, we can delete his/her bin
