Not able to send a new shared calendar request from icloud calendar

We are trying to Share a Calendar with Edit Permissions from a iMAC with Sierra to another MAC with ElCapitan and a Windows Machine with Outlook 2016.  The ultimate goal is to get the iMAC Calendar to share with the Windows Outlook 2016 User with Edit Permissions.

I have followed the step’s from this website http://m.imore.com/how-publicly-share-calendar-your-iphone-and-ipad

Some of the other steps are I log on the website app and then clicked on the calendar and went into setting’s and changed to send email for invites and not notifications.

I’m not able to send the request from either one of the icloud emails.
The only thing I can send is a public calendar link and that’s it.

Need to be able to send a shared calendar so that I have the other user’s edit if need be.
I been testing this out on a El Capitan IMAC and using the website app to see if a get the notification send to the other icloud email.

I’m not getting any error back’s from this saying maybe it’s something to do with a firewall???
All I get is that the request was sent but I don’t see any request sent to the other email.

I have try using the icloud app for windows and added the icloud to outlook 2016 but it seem all this did was break my outlook by not starting up all the time.

With the error for outlook being "Cannot start Microsoft Outlook. Cannot open the Outlook window. The set of folders cannot be opened".
