Allow non-admins ability to Restart Specified Servers via GPO

We created a group policy that is applied to Servers OU and DC OU.  It is filtered via a security group that 2 users are members of.  The Policy applies local security policy Computer Configuration / WIndows Settings / Security Settings / Local Policies / User Rights Assignment / Shutdown the system / Added the above group to this policy.

After applying the above policy, doing a GPupdate, rebooting a few servers, users are unable to reboot servers.  I can see on the local servers that the above policy is not being applied.

What am i missing?  I have also tried to force the policy with no luck.

They can't get to an elevated prompt because they aren't admins.  The GP result wizard doesn't even show the policy hitting the server?  If i manually make the policy change it works like a charm.  However really need to use GPO on this.  No clue.

Looks like the issue resolved on its own, didn't wait long enough for it to propogate i guess?
