Crystal Reports Licensing Questions

Hello Experts,

What kind of Crystal Reports license/software do I need to do:

1) Develop new reports
2) Publish Crystal Reports on the web so our users can run them by selecting different parameters

1 Develop reports
  You just need a copy of Crystal Reports for each report developer if they are developing in a stand-alone mode.

2.  User run reports
    Are these internal (corporate users/employees) or external (customers)?
    How are you trying to run the reports?
      Do you have a web application that runs the report?

If you have an application for the reports did you build it?
Is it done in Visual Studio?

1. Develop reports - we already use Crystal Reports XI R2 to develop our reports and was looking to upgrade to new version.

2. Our users are both internal (employees) and external (customers). Currently, we have about 100 reports in a folder in Windows 2008 server. These reports are called when a user selects a report from a web interface (java). There is a VB application that acts as a middle-man between the web interface and Crystal Reports api, passing the report parameters selected by the user to the report.

Once the report is run, an output is created (Excel or PDF) and placed in another folder. The web interface then allows the user to open/download the report output.

So, the system we have works. But to future proof (both in terms of Windows 2008 server and Crystal Reports XI), we want to upgrade. Based on what I read, Crystal Reports 2016 server version seems like a good candidate but the licensing is very confusing.

Based on the licensing, if we have 5 report developers/administrators and about 800 users, do we have to pay the enormous amount of licensing fees? It's about $9k for 5 Concurrent Access License that comes with 20 user IDs. Does this mean we have to pay (800/20)*$9000=$360,000?! Not all of our users run reports but we would like to give them the option to run reports.

Any enlightenment on this confusion would be greatly appreciated.
