email error message

hello, one of the users is having the following message when sending email to yahoo:

  ivanbsa@yahoo.com
    host mta6.am0.yahoodns.net [98.138.112.34]
    Delay reason: SMTP error from remote mail server after pipelined MAIL FROM:<pastoral@arqsj.org> SIZE=502085:
    421 4.7.0 [TSS04] Messages from 198.255.104.178 temporarily deferred due to user complaints - 4.16.55.1; see https://help.yahoo.com/kb/postmaster/SLN3434.html

is it our servers/services or does it have to do with Yahoo??

The answer is in the link you added.

This error indicates Yahoo is seeing unusual traffic from your IP address and/or that emails from your mail server are generating complaints from Yahoo Mail users.

If you're not the administrator of the mail server in question, we suggest you contact the administrator directly to discuss the error.

If you're an administrator of message content and mailing policy and you've deployed significant changes or you've received this error for more than 48 hours, we ask that you review outgoing messages for objectionable content or practices.
