Auto-launch VPN via Wifi

We want our corporate laptops such that when they are being brought out of office & connect to outside Wifi,
we want a VPN  to auto launch &  connect back to our office via VPN.  Also, if the laptops cant connect to
the corporate VPN, then we need a way/script to block all the laptop's Wifi from connecting to Internet

This is to prevent data loss/leakage as we deem office LAN more secure


Any ways, scripts, configuration to bloc>

How does the PS commands look like that it checks connectivity regularly & disables the Wifi if there's no connectivity to
Office LAN ?

For DirectAccess, if there's no connectivity to office LAN (say due to poor signal or Internet breaks),
is the laptop's Wifi/wired LAN connection disabled?

Basically I want to ensure that whenever there's Internet connectivity to Office LAN, DirectAccess
must kick in & users (which we don't grant admin rights) have no option of disabling .  DirectAccess
must resume back Wifi/wired LAN connectivity once it detects we are in local Wifi/LAN

One more query:  is MS Direct Access free (other than we engage Professional Service)
or we have to pay licensing & maintenance fees for it?
