Windows 10 does not block Chrome or any other browser.
It's possible that it's being blocked by a GPO, but that would be at the Server level, not the workstation.
Also, you may not be able to install Chrome because you lack the necessary permissions to install programs, again this is not Win 10 blocking anything, it's a normal function.

Bill Prew's answers pointed me to the solution, which is to start with Chrome and then click the button to make Chrome the default.
Windows promotes alternatives but in the end accepts the switch.
Many thanks

Really? I posted that exact solution first. You should have at least split the points.
Thanks Bill. I appreciate it. I'm good with splitting the points as our answer was within 1 min of each other.
splitting the points between yourself is a good idea.

My apologies, Scottcha. I should have understood that your answer and Bill's were effectively identical.
No worries. It happens.
Scroll to the bottom and click on "Set defaults by app".
Click on Google Chrome and click on "Set this program as default".
That should take care of it.
You can also set other defaults from this screen as well. Acrobat Reader, etc....
