I am trying to find SPF record of one domain which is hosted on separate exchange server in different AD site under our organization
When I try to look for spf record I see being hosted by some other private company in go daddy site
but we are using that domain name as email address for users
is there any way I can check or find the spf of that domain on that exchange server itself

Maybe when you or someone else have created internal domain did not check if name is already occupied by someone else externally

so will it take spf from the NetBIOS domain name
NO, because all external servers (potential email senders) are using External domain information.
It looks like for this domain you talking about you need to use different external name.
Probably you going to need register your own NEW name externally create A, MX and SPF record, and point your new name to your domain.
Inside your server you going to need add rules to accept email for both domains (new external and your old internal)
After you do this you need to create request for new certificate, that will contain new external domain name, then install it on Exchange and IIS.
Only that way your emails will work for this domain you have problem with.
