excel formatting with conditional formatting

this spreadsheet is to help people track their work and easily see the cell that they are working on if they move their eyes to other places.
there are two columns.
column 1 is accountnumber.  these accountnumbers all need work done on them.
column 2 is status.   people enter a status here after they work on them.  ie... fixed, skipped, broken.
if column b has a status in it, I want the account down from it to be highlighted.  ie... b2 has a status of fixed.
I would like a3 to then highlight until a status is put in b3.    once  a status is put in b3, I would like for a4 to highlight.
attached is a spreadsheet that I hope clears it up.
