IE 11 fails to start, Acrobat reader DC fails to update Windows 10 1607

I have a computer where several issues appeared at once:
Malwarebytes premium Web protection fails to start
Adobe reader updates fail
Adobe reader will not uninstall - gives error- uninstallation of patch package is not supported
IE 11will not start
Kaspersky indicates Adobe Reader needs an update

sfc /scannow indicates all is good
Tried to restore to an earlier time but that failed with an unknown error

for the first step try this,

Open an elevated Command Prompt (Press the Windows + X button at the same time, then choose Command Prompt (Admin))
Type the following command, and replace the "C" with your system drive letter ( if "C:" is not your Windows drive ): CHKDSK C: /F
Hit the enter key, Command Prompt will now start CHKDSK
check the event viewer ... logs...
Check services.msc, if some services fail to start then updates and installs will fail. Look especially for:

Adobe Acrobat Update Service (Automatic)
Adobe Genuine Software Integrity Service (Automatic)
Background Intelligent Transfer Service (Automatic)
Windows Installer (Manual)
Windows Update (Manual)

In January this error started Event ID 1021
Product: Adobe Acrobat Reader DC - Update 'Adobe Acrobat Reader DC
 (15.016.20039)' could not be removed. Error code 1646. Windows Installer can create logs to help troubleshoot issues with installing software packages. Use the following link for instructions on turning on logging support
create a restore point,
Uninstall Windows Explorer from Windows features, Restart, then reinstall it from Windows features again and check if this solve the problem.

I checked the services, but there is no adobe services listed

I ran chkdsk and there was no change in the operation

I unchecked the IE 11, restarted, checked it restarted and no change

I uninstalled Malwarebytes and IE 11 worked,'

I re installed Malwarebytes and Malwarebytes is giving full protection, and IE 11 is working

The acrobat reader DC still will not uninstall or update - still indicates the patch cannot be uninstalled and gives an unknown error when trying to let Kaspersky do the update
