Speed and CPU issues with RDSH Windows 2012 R2 Farm

We have an RDSH Windows 2012 R2 farm with about 13 servers and one Gateway/Session Host.

We've noticed that the CPU on the servers is always maxed out but it's not any one program. It could be several program from several users. I understand that that's the nature of the beast, but i don't remember windows 2008 R2 maxing out constantly like windows 2012 R2 does.

The other issue we are having is users complain that the session is choppy and freezes. This is random and we've noticed it with both inside and outside users. Our internet line doesn't look to be maxed out. One setting we had to remove because it was causing disconnects was UDP. For some reason when we enabled it, it was disconnecting users even though it was supposed to help with the user experience.

We were thinking of adding an additional gateway and session broker. We usually have around 250 users logged in at once with about 20 users on each RDSH server.

If anyone has any suggestions i would greatly appreciate it. Thank you.

Can i assume RDSH is actually RDS with HA?
How are those 13 configured? Is it RDS on bare metal or is everything virtualised ( i hope so ) because bare metal RDS is terrible in lineair Scaling up CPUs.m
Next, what hardware is in those 13 servers? 1/2cpu? How many cores? HT enabled?

Sorry for the delay. My email scanner marked all the experts exchange emails as SPAM for some reason.

I will take a look and make sure we have those updates and hotfixes installed.

We do have the RDSH servers in a VMWare environment. We have 3 ESXi hosts, each with two procs,12 cores each running at 2.50ghz.

For each RDSH VM we have it set to 4 vCPU's and HT is enabled. the way we have the CPU's setup in the settings is 2 virtual sockets and 2 cores per socket.
Sounds like you can hand-out more vCpu to each VM, sounds simple to start with.

I didn't want to over due to the vCPU's and have an issue with CPU Wait times. I can give some more vCPU's and see what happens
