There is no DTExec.exe in that folder path

This is an Amazon EC2 Instance.

I have the SSMS Console installed but no specific instance of a SQL Server Database.

How would I go about this.

We are using an RDS Server on another EC2 instance.

OK you can also use dtexec command  from dos command prompt
"dtexec /f %PackagePath%\%PackageName% /conf %PackagePath%\%ConfigName%"

you will need to add this command to a batch file (.bat) and use this bat file in task scheduler. Please refer  link for DTEXEC utility
