Cut/Paste from Excel into BCC field - 1000 email addresses - not all delivered - Outlook 2010/Exchange 2013

Pretty sure its not getting rejected by server so Im assuming its Outlook not accepting that many? Any ideas?

I've asked user to try 100 at a time....

It is caused by the mail servers of the recipients and you need to outsource the delivery of mass mailing to a marketing firm or use a FEM software to do the job.

These are all internal users...
OK, check the value of maxrecipientspermessage in EMC first.

By default, the above value is 200.

https://technet.microsoft.com/en-us/library/bb310760(v=exchg.141).aspx
Its Exchange 2013. All I can see is:-

get-transportservice | select *max*

Returns (amongst others)  maxrecipientenvelopelimit of unlimited.
Also, in EAC I can see organisation transport settings.

MAximum number of recipients = unlimited
BUT, maximum send message size is 23Mb. Would this be cumulative for 1000 users?

But wouldnt sender get an error?
