Outlook 2010 and delayed messages in out box

I have a user using Outlook 2010 and windows 7. She has a bunch of delayed messages in her outbox. Her issue is when she wants to send a message not delayed it's not automatically sending. This was working but suddenly it's not.

Start outlook in safe mode and test. Start, run, outlook.exe /safe
