Problem with Excel 2016 changing cell format type on its own

I format a column or set of cells to format type "general". I type in "4/0" (hypens not typed into the cell) but the cell changes it "Apr-00" and the format is automatically changed to date format. If I change the format back to general, it then turns it into "36617" into the cell.

I tried a "text" type, but then a green half arrow appears in the upper left corner of the cell.

All I want is to be able to have the cell show "4/0".

What am I doing wrong here?
