users connected to a windows 2003 native domain cannot change their AD passwords from Windows 7 client machines

Hello,

We have some users whom are unable to change their passwords or when required to do so based on the default domain group policy. When an attempt is made to reset the password windows keeps displaying the password does not meet complexity requirements or they are using 1 of 10 passwords already used. This is not the case and users have used unique passwords and are complex including Alpha, uppercase characters.

Any assistance would be appreciated in resolving this.

Could be related to https://support.microsoft.com/en-us/help/2927811/password-cannot-be-changed-in-a-windows-server-2003-sp2-domain. Otherwise I'm thinking the minimum password age hasn't been reached yet.

Does the patch need to be installed on all Windows 2003 SP2 domain controllers within the AD forest?
