Optiplex 755 Very Sluggish in Normal Windows 8.1 Pro

Recently, this system became very slow.  Mouse clicks don't seem to happen ... but the result shows up later.  Browser tabs don't open right away.  Boot process at the point that Desktop is populatiing is very slow.  etc.
It runs OK in safe mode.
It runs OK in Knoppix
HDTune shows HD transfer speeds are normal.
Task manager doesn't show anything interesting.
Malwarebytes 3.06 finds nothing.
32 bit system with 3GB RAM has always been fine.
Disk Usage at 100%
Disabled Service: Connected User Experiences and Telemetry which refers in the Services list to Service name: Diag Track.

Had a similar situation with a somewhat better computer not responding the remote access mouse clicks.  
Did the same thing.  It helped a LOT!!

what do you mean by
Disk Usage at 100%

Set Windows update to manual and retest.
Find out with Disk Usage is 100%. It should average out < 10%.

I assume hard drive. Close out of everything and run Disk Defrag. That will likely help.

Start up and allow to fully start. It may be doing updates.

Then see what the disk % is.
Malwarebytes is not a Antivirus, try to scan the computer with an Antivirus, if you don't have any, then here is a free one.

Ramin: If one looks at the Resource Monitor and at "Disk", the graph is running at 100%.
Ramin: Malwarebytes 3.0 is supposed to be an Antivirus now...  But I don't use it alone.
John Hurst: I reported Disk Usage is 100% already.  This is not a transient condition - it's all the time, day after day.
This is Windows 8.1 and 10 where defrag should be managed.

That should not cause disk to run day after day.  Did you disable this?  Why?
It was a software condition it appears.
Using the Resource Monitor to identify the culprit process was important.
I found the solution elsewhere so it was a matter of following through.
