For your second question for selecting users from GAL - You can select the internal recipients created from GAL but if the attendee is outside your organization and there is no relative contact for that, you can just manually type their email address in To field.

The Terms are self explanatory and these fields are populated based on your requirements.
the attendees who must join the meeting can be put under "Required" field where are others need to place on "Optional". Optional attendees are not compulsorily required to present in meeting but you want them to be available or aware of meeting agenda.
Finally, Resource field indicates the resource mailboxes (such as meeting rooms or any equipment mailbox) which should be available during meeting to conduct it.
When you select all above fields, the aggregated list is reflected in "To" filed so that the meeting invitation request can go to each individual you have selected.
