Show Ruler in Outlook 2010 STILL NOT SHOWING!

and STILL, when I click the show ruler button nothing happens.

Now the show ruler button (on the top of the vertical scroll bar) works. (See pic) I tried yesterday and no matter how many times I clicked the button, nothing happened.
It didn't work before. Now it works.
