installing vRealize Orchestra

I am trying to install vRealize Orchestra so I can use the vMotion.   Here are the directions I have:

Download the OVA appliance from My VMware. (Done)
Log in to the vSphere Web Client as an administrator, navigate to a valid parent object for the new virtual machine, for example a host or a cluster. (Done)
Select Deploy OVF Template from the Action (Done)
Browse to the vRO OVA file and click Next.


When trying to do this I get a window that says "The Client Integration Plug-in must be installed to enable the OVF functionality.  click the link Below to download the installer.  If installed, refresh the browser and allow access."

I have installed, even uninstalled and reinstalled, but each time I still get sent to this same window.  The only way to install it is to save the download and then run the install outside of IE or Firefox.  If I try to run the install it give me a message asking me to close the browser and even after I do that it just keeps saying I need to close the browser.  

Is there anyway around this loop?  I am trying opening the vSphere Web Client on a machine running Server 2008.  and I am using vCenter 6.0.
