Change default Permissions for windows services

Hello everyone,

We have a situation where we want to grant some user (non-admins) the ability to start\stop services on their machines. They are in workgroup setup.

If we use sdset to grant them permissions.  I want to see if there is a way so that new services that get installed gets them access by default as currently, new services will only have administrators. How can we change the default permissions to include another group?
