Connect the HD to system > run Disk Management > right click on that HD > Extend Volume.
It will assign all unallocated disk space to the HD, then format it.
if above didn't solve the problem then try to do above mentioned on an earlier operating system and then test it on your system.

It was 1TB out of the box and worked ok on my laptop Win 7 ...
The XP laptop worked ok with smaller USB keys ... but wouldnt see this one.
Will bring another tomorrow to have a plan B

what is it's format ? Fat32 or NTFS ? if it is fat 32 then format it with NTFS and retest.
it seems like something in the computer is old or not set correctly in BIOS, and not match with your new USB HD, try to change some Items in BIOS like USB legacy, or please post a photo from that page of your BIOS. is BIOS updated with the last version?
also what version of service pack do you have on PC.

in most laptops the drive can easily be removed - what model do you you have here?
