How to let user see only a single project in project server 2013

Is there any way to make sure a user only sees a single project?

So I was on a theory that a view would be able to let this happen, with specific permissions to see only this project.
I can't seem to figure out how to make the view default, and if possible to make it unchangeable, IE I don't want them to see any other projects except the ones they have permissions too, right now I'm using a name based filter but would like permission based if possible. any clue on how I would do this?

Project permissions should allow you to fix this.

Havent found an answer on how to assign a view specific to a user when logging in through Project Web App on the Projects site. There appears to be no permissions allowing them to only see the project they have been granted permissions too. I have removed everything for that user from the other project and they still see it. They can't open it but it still seems the project listed. I have a view created for that user specifically but I can't seem to get it to not let them change from that view either no matter what permissions I get. Seems odd that Microsoft wouldn't add a basic feature like that, I've scoured their technet and found nothing. I will gladly reopen the question and award points to anyone who might be able to tell me how to do this.
