hold in Office 365

May someone please show me how do I enable litigation hold and in-place hold in Office 365?

Also, what are the PS commands to run report on which users are in litigation hold and who are in in-place hold?

Sorry, I've never had to do an in-place hold or the powershell you inquired about, however, that URL I posted gave several examples, including using PowerShell.

I have over 2000 mailboxes with E3 license which the last access to the mailboxes is over 3 years.

I want to remove those mailboxes and licenses and allow those E3 licenses to be used by the new on board users.  Will I be able to recover those deleted mailboxes after 4 or 5 years from their deletion date?
