What is the video card you are using?  What is the max resolution of said card?

I have 2 Dell 22 inch touch screens and I get the same resolution. According to Dell my max resolution is 1920x1080. Did you check with dell to see what the max resolution is?

1440p is normally a resolution for larger displays, 24" - 27".
What is the max resolution of the monior? I'm guessing 1080p?

What ever the max (native) resolution is, this will be the max resolution you can get.
But let's say you are playing a game and set the resolution higher. When the signal gets pushed to the monitor. The monitor will downgrade the resolution to the monitors native size.
So even if you could "push" a higher resolution, it wont matter.

If the native res is 1440p. Update all the drivers, video card and monitor if you can. Some monitors have a driver.
Then change the cable. VGA has a max resolution of 1080p, so this wont work. Single link DVI can't handle 1440p either, you will need dual link DVI, HDMI or displayport.

@Ramin its the monitors. I have the same card which I used with my 24 inch monitors and I got better resolution with them. The 22 inch only give me 1920x1080.
