O365 Getting Spoofed from Another Country

I have a Client where email is being sent out redirecting closing agents where to wire money to.

Called Microsoft and we put in a rule that no email can be sent or relayed through this DOMAIN using this feaure:

But it still happens....With MS Tech Support we Tracked email Headers some emails were coming from an IP in England...So we blocked it Then it started coming from an IP in Germany...We blocked that....

How Can I protect my client's O365 Accounts from Spoofing???

Has anyone successfully deployed a Multi-Factor Authentication for Office 365

Or can suggest How I can Lock this down???
