Server 2012 r2 licensing CALs

Hi,

I purchased a 2012 r2 standard license and 25 CALs

I am installing server 2012 on a bare metal server, and also on a VM.  I plan to use DFS naming and replication for failover.

I understand I can use the same 2012 license on both, but can and should I install the 25 CALs on both?  The backup server will not be used for filesharing unless there is a failover.

Related question- are CALs linked to a specific server license or are they generic among Server 2012 r2 installs and could be used elsewhere instead?

AFAIK, you can only install the licenses on 1 RDS Licensing Server, I believe that this was the actual question
