How to move Google Chrome tabs to a new computer

I'm moving our company President to a new computer.  She keeps 20 or more tabs open on Chrome.  I copied her Chrome userdata to the new computer from her existing computer, but when I open Chrome none of the tabs are there.

How do I get them to open on the new computer?

unfortunately she doesn't sign in.  So that won't work.

copy all URL's (tabs) from first computer into a text file and save that file on a usb.
in second computer open chrome >  settings > open a specific page or set of pages > set pages > copy each of those URL's and paste here, then ok and next time select add a new page and do the same for that all URL's.
