Hi.

This will show you exactly what is happening when I try and boot my friend's laptop.
I swapped the memory and hard drive but that didn't help.
I tried booting it with and without a battery as well.
I ran the internal Dell diagnostics with extended memory test but everything passes.
The system will boot occasionally so it's not completely shot but it's a bust about 75% of the time.
Anyone have any ideas?

Did you test the hard drive. If memory is good, hard drive is the next suspect.

Yes, I already swapped the hard drive.
Even with a fresh/blank hard drive, the system responds in this way.

Yeah that's what I was afraid of.
Was just hoping there was something I was missing.

Try to remove CMOS battery for 20 min and then replace it and retest.
I'm not sure but it looks like I hear heads in HDD that is trying to find sector 0 but disk is not spinning. Also display is dark.
I think you missing 12V on your motherboard and only 5V is provided, that's why monitor is blank and HDD is not spinning.
That's pointing to stabilizer on motherboard. I think you can find some service in internet to send motherboard to or buy new/used motherboard
There is a lot of it on eBay and price is around $130-$150

You want to make sure the machine is worth repairing before purchasing a motherboard.
also the sound was like a CD/DVD in optical drive contacting the optic lens.

Likely a motherboard issue and seeing as it's a budget laptop, it's probably best I just keep on trucking.
