Need to apply disable a proxy setting for just one user via GPO

We are running server 2008 R2 and I currently have the proxy enabled via the GPO for all users. But I need to have someway to have this disabled for just one user..
How can I accomplish this via the GPO?

Exclude one user from policy. Same as process below, just for an user

Well we have this being applied via the preferences and a registry change so can I still do what you mentioned?

Yes I found that and added the users account to it and then set it to user is not..
Is this correct on how I need to have this not apply to him?

Ok that worked with what I did by adding him to the item targeting and then setting it to not..
