googleapis - jQuery.com and so forth

Do I understand correctly that  googleapis.com is actually a host site for files for jQuery.com and that is where I need to go to for documentation on plugins etc? I know you can use links to reference files at jQuery.com - you can roll them up and download for a local copy > What is the better method? When I visited googleapis.com - I could not find any documentation on what plugins are available, etc.
