how to restore or keep sql2000 backups useful...

SQL 2012,2016 can restore a SQL 2005 backup, but not 2000

if you have old backups from sql 2000, with data that is relevant for archiving.. how can you use it if you move to newer versions?
is keeping sql 2008R2 installed the only option to keep using SQL 2000 backups (thru RESTORE)

could,you advise what is best going forward with old data archived in backup from 2000

Yes. But you can also perform a restore from SQL Server 2000 into a MSSQL 2008R2 instance, then change the database compatibility to 10.50 and backup the database again so it can be archived and the it will be possible for a later restore in SQL Server 2012, 2014 or 2016.
