I can't get composer to run on my Windows 7 computer

Composer is a Dependency Manager for PHP, I can't seem to get it to work on my Win 7 comp.
I have it installed and when I run composer require in my command prompt it says my configuration does not allow connections to http://packagist.org/packages.json
I disabled SSL, I read on a forum that that might help me fix this issue.

My first thought is to run from an elevated command prompt and see if that takes care of it.  After that, disable your Windows firewall and see if it connects.

User Account Control can be pretty annoying sometimes when it comes to development stuff, so you might want to disable it entirely and see what happens.

I'm not recommending you keep UAC or the firewall disabled, but if turning either of those things off solves the problem, at least you know where to tweak the OS to allow the connection.
