If this is something that will only be done once or at most a few times, then write the 7Z file to a flash drive on a machine with a 7Z decompressor installed, decompress it on the flash drive, and then take the flash drive to the XP machine.

If this is going to be an ongoing issue, then generate the 7Z files as self-extracting executables.

Use the stand-alone console version, 7za.exe, which does not require an installation — does not even require a DLL. It supports packing and unpacking 7z, xz, ZIP, GZIP, BZIP2 and TAR; also supports unpacking only for Z, lzma, and CAB. It runs on everything from W2k to W10, including, of course, XP. You may download it here:
http://www.7-zip.org/a/7z1604-extra.7z

More info here:

When you unpack the download, look at the readme.txt file for more details on its usage and features. Regards, Joe
