iOS Mail App for Exchange Accounts

Is there a way to force the mail app to download the mailbox when choosing "No Limit"?  We are having issues when the employee has the option selected and it still does not download the whole mailbox and when offline we want them to have access.  We could look at other apps as well and have tried for ios (outlook, spark, mail+ and none have option to select download mailbox).  Server is running exchange 2016

Generally speaking you don't want to download the mailbox. Due to the limit of storage on some devices, say you had a mailbox that was 50GB in size but the device has a 16GB storage limit you would run into issues with that kind of situation pretty quickly. Also depending on the size of the organization you'll run into issues with too many devices downloading all content. The ActiveSync protocol is not designed for that. You'll likely need an EWS based client to download all content.

Most devices have a set limit of 2 weeks worth of email to download. I believe on Android you can increase that to a month, (not sure of iOS), but you really do not want to download the full mailbox.

The device has 256GB, I have specifically seen sending an email to the account takes around 15 seconds to hit and sending from the device to another user takes less then three seconds.  The server has over 20TB of data and the mailbox is less then 20GB so it should not be having this issue.
