Project tasks time minimum

Is there any project management software that will allow a task to have a duration of less than a minute?  Is there a way for Microsoft Project to all for this?  (setting ".5 minute" does not really work)

In the Duration column for the task, type the duration in minutes (m), hours (h), days (d), weeks (w), or months (mo).

NOTE: Project does not convert the units if you change them. For example, if the duration is 1 day and you want to express it in hours, you must first calculate the number of working hours in a day and then enter the new value in hours.

The minimum time unit for duration is 1 minute.
Up to an including MSP 2013 - and I'm pretty sure it continues this wayminimum unit is: Minutes
What is it that you are attempting to do?
Does the time unit actually matter?

It does matter.  We use project to track a roll over of a disaster recovery plan, and there are some steps that take 15 seconds to complete.  If we put it down as 0 minutes then it becomes a mile stone  which distorts the critical path.  if I mark the time as 1 minute then, since there are 200 tasks in this project; it invalidates my timeline.
