TSE / RDP Slow

Hello

Here my configuration:

Server 1: HyperV VM,  Windows 2012 R2, member server, 32Gb RAM, TSE/RDS Services, WebRoot antivirus, (new TSE server installed en january 2017)
Server 2: Windows 2008 R2 physical server, member server, 16Gb RAM, TSE/RDS Services, Sophos Antivirus, (old TSE server installed on january 2012)

Around 8 to 10 TSE/RDS users connecting through LAN or WAN with regular MSTSC on Windows 7 or Windows 10

Problem: using new server1 is regularly SLOWER in comparison to using old server2. Server1 is less responsive so users do not want to migrate to the new server
We increased RAM on the VM of server1 to 32GB but still not very fast.

- Sometimes it is VERY SLOW, sometimes reasonably SLOW, and sometimes not too slow
- Diagnostic of this problem is very difficult since this slowness is random and unpredictible
- It seems to me that "screen refresh" is slowed down by some thing
- We have tried many thing but the problem is random

Any idea?
THank you very much

Have you got FIPS enabled on the server (probably via a GPO)?

if not, try monitoring the server for a short time to confirm if CPU/Mem/Disk/network is high at any point so you know where to concentrate your investigation.

If you suspect screen/refresh issues, try setting the screen resolution lower to see if it makes a difference. if this helps it would re-enforce your suspicion that screen refresh is part of the issue.

1) Is you Hyper-V host using local or SAN storage? Have you monitored the hosts IOPS performance?
2) How is the networking setup on Hyper-V host and VM?
3) Do both the physical and hyper-v server use the same core switch?
4) How many VM's are running on the host?
