Start menu in Windows 10 not working when on Domain

I have a Windows 10 Pro machine that after joining our Domain, the start menu does not work.  It works with a local logon after joining the Domain but not when logging on as a Domain user.

I have Googled the issue and tried all of the command shell fixes and none of them work.  I have also tried to dis-join and rejoin the Domain and that did not help.

Are you using a roaming profile?  If so, I'd be looking at issues there.
When you say it's not working, are you not seeing any icons or are the icons not responding to clicks?
No roaming profile.  The start menu icon is not responding to clicks.  In a related issue, I cannot use 2-key combination: Windows Key + X  as that does not work either.
What about the Windows key on the keyboard?

This sounds as if there is some sort of GPO issue, but I'd expect that to be happening to other computers.
The Windows key on the keyboard does not work when on the Domain.  It is only happening to this particular computer.  I had others that are identical and did not have this problem.
Create a new User Account with admin rights, switch into it and retest.
If no further comment I'm going to go ahead and rebuild the machine and hope that takes care of it.
