Windows 10 Anniversay Update 1607 Keeps Failing

My client has a Dell All-In-One PC running Windows 10 Home 64-bit. The computer has been unsuccessfully trying to install the 1607 Anniversary update for 2 weeks now. Installation gets 99% of the way through the update process, then fails, rolls back everything that was done and does the same exact thing the next day.

I downloaded and burned the 1607 version of the Windows 10 ISO, burned it to a DVD and ran the Windows install (keeping client's files & programs) from the DVD. This also gets almost completely finished and then fails at the very end.

Anybody else experience this or know a solution? Thank you in advanced.

Thank you, guys! These sound like excellent suggestions.

I will be back at the client site at some point on Thursday.

I'll try out these ideas and then report back.
Back at the client site.

Followed Ramin's suggestions and waiting on the updates now.

Currently says, "Working on updates. 81% complete..."
Ugh! No go!

Got to 99% complete and then failed. We now have the "We couldn't complete the updates. Undoing changes. Don't turn off your computer" message.

:-(
I think by now it's crystal clear that an upgrade isn't going to work.    Time to do a clean install :-)

(or wait 3 weeks and see if by chance the Creator's Update will install -- but a clean install is a more "solid" solution)

this is my last suggestion, and must work on this situation.

  You can do a Windows 10  Repair Install with an In-place Upgrade to fix that problem.
  You will not lose any data files or Apps if you follow the Instructions.
   Go to the Windows 10 Media Creation Tool from this link:

Click on download tools, save it on desktop,  then run it as Administrator, accept license agreement, then Choose Upgrade This PC Now, let Windows to Update drivers. make sure that Keep Personal Files and Apps  is

Selected  and let the Windows do the rest.

 If this does not work, then a clean install is required, after formatting the disk.
Apologies for the tardy follow-up. We ended up speaking to Level 2 support at Microsoft last week. Their tech was also unable to get the 1607 update installed. However, she was able to disable the 1607 update.

We are going to wait until the next major update comes out and see if that one works. Failing that, we'll have to do a wipe & reinstall.
