PDF edit software

Dear experts,

I have a windows 10 laptop.

I am looking for free/paid app which can enable me split pdf files, merge, or split/extract a section of the page and merge such sections into one new pdf page.

Mine is purely domestic use and i have no intentions to use such a sofware for any copy right violations.

This is for my scanned documents and editing pdf documents which I have paid for any website.

Earlier I have been recommended Wondershare  (https://www.wondershare.com). I am not sure if this can support my purpose.

Just as a note i am happy to get a paid version and avoid the malware/spyware getting into my system. I have Mcafee Total protection (subscription alive) on my laptop.

Kindly help.
