Setting up a 2016 Server Standard and Hyper V

I have a Lenovo System x x3250 M6 3633K3U 1U Rack-mountable Server - 1 x Intel Xeon E3-1230 v5 Quad-core (4 Core) 3.40 GHz 16GB of Ram and 3 2TB Hard Drives in a Raid 1 with Hotspare.

This is a new install running in Server core mode and i installed all updates, changed Hostname, and set a static ip. When i run the following command in powershell i get an error. i checked the event logs but dont see any errors. Not sure if there is a different log to check.

If you ate running core, you can't include management tools.that's an easy error to spot. You are trying to include things that require a GUI.

i tried without the management tools and same error.
