Sorting the values from table 1 to table 2, based on a required/ target percentage.

I'm sorry for asking the solution again as the last one did not work as required, but I thank Shams for helping me understand the way it is done. :)
But the problem stays as it is.
So I've put the query as it is in my office excel.
I want to have a list beside which shows the people with percentage below the required/ target percentage, tried many things but noting seems to work properly.
I've attached a sample workbook which explains exactly what is needed and which cells should show the final output.
Thanks in advance.. I'm really stuck with this since ages.
